What an Instagram QR encodes
Just a URL — typically https://instagram.com/yourhandle. iOS and Android both detect Instagram-style URLs and open the native app if it's installed; if not, the user lands on the mobile web profile, which still works fine and offers an 'Open in app' button.
Instagram has its own in-app QR system (Nametags / 'IG Profile Code' under Settings → Add Friend), but those only work when both phones have Instagram open. A regular URL QR works from any QR scanner — much wider reach.
